What makes a standard production-ready
A standard is more than a CTB. It should identify the template/Page Setup source, device or PDF configuration, paper, plot-style or graphics standard, scale behavior and the verification method.
Use a calibration drawing
Keep a small test drawing with known scale, border, lineweights, screened elements, text, hatches and raster content. It helps separate a changed office standard from a changed driver or device.

Is a CTB enough to define a CAD plotting standard?
No. Paper, Page Setup, device/PDF configuration, templates and verification are also part of reproducible output.
Why test on a second workstation?
A standard that only works on the machine where it was created may have undocumented local dependencies.
When should the standard be retested?
After material changes to templates, plot styles, PC3/driver, paper definitions or production hardware.
