How to Center a Viewport Without Changing Its Scale
After setting a viewport scale, use PAN to move the model view into position. Do not use the mouse wheel to 'center' the view, because zooming can change the viewport scale.

Step by step — follow this in AutoCAD
Step 1 — Read the scale first
Where: Select viewport border > Viewport Scale.

Step 2 — Unlock temporarily if needed

Do this: Set No only while you reframe the view.
