Should I publish the whole set as the first test?
No. Test a representative subset including different paper sizes and at least one heavy/raster sheet.
What if PUBLISH always stops on the same sheet?
Plot that sheet alone and diagnose its content/Page Setup before changing the complete set.
Does Sheet Set Manager replace Layout Page Setup?
No. It organizes and publishes referenced Layouts; the output configuration still needs controlled Page Setups/overrides.
